Answer The MIL-STD-1686 has been superseded by the new ESD Association's ANSI/ESD S20.20 for the Development of an Electrostatic Discharge Control Program.

In lieu of defining the exact device sensitivities in your facility, you can assume the worst case, Class 0 HBM (Human Body Model) and Class C1 CDM (Charge Device Model) and design accordingly. NOTE: the ANSI/ESD S20.20 is written to protect down to 100 volts HBM and does not condsider the CDM.
