Answer
The ANSI/EOS/ESD-S11.11 standard is used to make Surface Resistance Measurements of Static Dissipative Planar Materials. If your container is planar, then this standard can be used.
The ESD S11.31 for Bags gives guidelines for determining the shielding abilities of an ESD shielding bag.
The ESD Association has many standards relative to ESD control and can be found at http://esda.org/
There are smaller 2 or 4 point probes out there that may be able to handle non-planar materials.
