Realize that low quality ESD bags are made from low quality film that will not protect the contents at the same level as a high quality film/bag. If the ESD susceptible components/devices are very sensitive (class 0 to 3 HBM or CDM) then you will not want to compromise the protection of these devices with low quality bags. If, on the other hand, you are storing devices that are not very sensitive or non-ESD susceptible devices, than a less protective bag may be adequate.
