The MIL-STD-1686 has been superseded by the new ESD Association's ANSI/ESD S20.20 for the Development of an Electrostatic Discharge Control Program.
In order to determine the devices or assemblies used in your processes for ESD Sensitivity you can refer to the following documents:

In lieu of defining the exact device sensitivities in your facility, you can assume the worst case, Class 0 HBM (Human Body Model) and Class C1 CDM (Charge Device Model) and design accordingly. NOTE: the ANSI/ESD S20.20 is written to protect down to 100 volts HBM and does not condsider the CDM.
