The acceptable range (or maximum) resistance for a work surface dissapative mat would be from 10,000 Ohms to 1,000,000,000 Ohms (1E4 - 1E9)....max value about 2E9 Ohms. EIA-625 suggests keeping your static dissipative ESD protective work surfaces from 1E5 to 1E9 Ohms.
